Propone que ciudadanos integren comité de adquisiciones y Sistema Anticorrupción del Estado

TIJUANA.- Uno de los principales obstáculos del desarrollo económico de nuestro estado es la corrupción, es por ello que el Diputado René Mendívil Acosta presentó ante Canacintra, su propuesta de crear un Sistema Estatal Anticorrupción, donde los ciudadanos tengan participación sobre la fiscalización del manejo del dinero que tiene el Gobierno del Baja California.
Durante su participación en el “Ciclo de Encuentros entre Sectores 2015, Propuestas para la Competitividad”, organizado por Canacintra, el Coordinador del Grupo Parlamentario del PRI reveló que durante los últimos dos años, de acuerdo al Instituto Mexicano para la Competitividad (IMCO) Baja California ha perdido competitividad al pasar del 10º al 12º lugar nacional y uno de los principales motivos ha sido por la corrupción.
Luego de una detallada exposición, donde Mendívil Acosta destacó el bajo crecimiento económico de la entidad, la pérdida de productividad, el incremento de la deuda pública, la disminución del poder adquisitivo el Legislador contrastó estos indicadores con el aumento al presupuesto del Gobierno del Estado, a su gasto corriente y el incremento de impuestos locales, mientras que la inversión en infraestructura ha disminuido en los últimos dos años.
“Este diagnóstico de la competitividad estatal, que deseamos revertir, por lo cual hemos presentado una serie de iniciativas para frenar el ineptitud y regresar a nuestro estado al camino del desarrollo, propusimos que anualmente se incremente la inversión pública estatal, además de crear un Consejo Consultivo de Adquisiciones, redistribuir el Impuesto Sobre Nómina e integrar el Sistema Estatal Anticorrupción”, detalló.
Mendívil Acosta explicó que la enmienda a la Ley de Adquisiciones y Obras Públicas del Estado plantea crear un Consejo Consultivo de Adquisiciones, como un órgano de integración paritaria de representantes del gobierno y de los sectores productivos, responsable de estudiar y evaluar los procesos de adquisiciones, arrendamientos y servicios para propiciar la ejecución de políticas, bases y lineamientos que impulsen el desarrollo de empresas locales y regionales.
Para combatir a la corrupción, René Mendívil informó que presentó una reforma constitucional para la crear órganos internos de control y el Sistema Anticorrupción del Estado, donde se obligue a los servidores públicos del Estado, a presentar declaración patrimonial y de intereses, para con ello, saber “cuanto tienen y como obtuvieron su patrimonio todos los funcionarios públicos de BC”.
“Se castiga con cárcel a los servidores públicos y particulares que incurran en hechos de corrupción y no justifiquen el incremento de su patrimonio, se les destituirá del cargo, deberán resarcir los daños y perjuicios, además de que no se podrá guardar ni reservar información fiscal de depósitos, ahorro e inversión de personas relacionadas con actividades de gobierno”, advirtió.
Finalmente, René Mendívil puntualizó que su propuesta del Sistema Estatal Anticorrupción estará integrado por un representante del Comité de Participación Ciudadana que se integrará por tres ciudadanos que se hayan destacado por su contribución a la transparencia, rendición de cuentas o combate a la corrupción.
“Este Comité será el vínculo con la federación, los estados y municipios para promover la fiscalización y control de recursos públicos. Además garantizamos que los órganos de fiscalización y los ciudadanos puedan interponer denuncias cuando sepan de una falta administrativa o hechos de corrupción”, añadió.
La intención de ésta serie de propuestas, concluyó René Mendívil, es que la federación considere a Baja California como destino de mayores inversiones, y con ello se genere mayor infraestructura que coloque al estado en condiciones de competir con México y el mundo.
