El problema alcanza tal magnitud y generalidad, que se ha podido convertir en un buen tema de discursos para cualquier ocasión y circunstancia y con los más diversos propósitos (informes, proyectos, foros políticos o académicos, campañas electorales, etc.), seguro el que los pronuncia de que con ello impactará favorablemente a sus oyentes. Hemos caído incluso en la desvergüenza de que las más encendidas condenas contra la corrupción sean pronunciadas, desde una tribuna, por algunos de quienes el índice acusador del público señala entre los más destacados practicantes y beneficiarios de la corrupción que denuncian y reprueban de palabra.

En estos días, sin embargo, el tema ha cobrado nueva relevancia y significación para la vida política del país. Me refiero al hecho de que un importante líder de la oposición de izquierda ha declarado, en reciente entrevista concedida a un medio de circulación nacional, que la corrupción es el problema fundamental y casi único de la sociedad mexicana y que, en consecuencia, en caso de llegar él a la Presidencia de la República (como son sus legítimas aspiraciones), la columna vertebral de su programa de gobierno será combatir, con medidas radicales y enérgicas hasta extirparlo de raíz, este flagelo social; y que, con el dinero así recuperado, se abocará a combatir la pobreza y los males que de ella derivan y que padece la inmensa mayoría de los mexicanos. Creo sinceramente que este planteamiento, que puede llegar a ser decisivo en nuestro futuro cercano, está pensado y formulado con absoluta honradez intelectual y con el profundo convencimiento de que así son las cosas, por parte de quien lo formula, dada su trayectoria personal y la integridad ideológica que todo mundo le reconoce. Dicho sea esto, además, sin olvidar la bondad de las intenciones que claramente subyace a dicho planteamiento.

Por todo esto, siento necesidad de exponer, también con absoluta sinceridad, algunas reflexiones que en mí ha suscitado la entrevista que menciono. Dos cuestiones capitales nacen, a mí juicio, del planteamiento mencionado: 1) ¿es realmente la corrupción el problema fundamental, es decir, el problema que se halla en la base de todo el edificio de nuestros males, injusticias y carencias sociales y, por tanto, la madre nutricia de donde nacen y se alimentan todos ellos? 2) Y, sea esto así o no, ¿es posible acabar con la corrupción por decreto, es decir, por la simple voluntad de un hombre o de un gobierno, aunque tenga a su disposición los instrumentos legales, persecutorios y punitivos para darle la batalla en serio? Para ensayar una respuesta, así sea somera, a estas interrogantes, juzgo indispensable intentar hacerse claridad sobre la verdadera naturaleza, el origen y el papel que juega (y ha jugado desde hace mucho) la corrupción en la vida y en el funcionamiento económico de la sociedad.

Si echamos un vistazo al desarrollo histórico de la sociedad desde la más remota antigüedad hasta nuestros días, y en particular a la historia económica, a la historia de las ideas y doctrinas económicas que se han formulado y aplicado en las distintas etapas de ese desarrollo, es fácil convencerse de que, aunque la corrupción es muy antigua, no por eso puede sostenerse que ha existido siempre, como quieren algunos, sino que se trata de  un fenómeno histórico, esto es, que sólo apareció en la vida de la sociedad en un momento determinado de su desarrollo. También es fácil descubrir que los factores determinantes para el surgimiento, arraigo y permanencia de la corrupción fueron: a) la elevación de la productividad del trabajo humano a un grado tal que le permitió producir más bienes materiales que los estrictamente indispensables para la sobrevivencia colectiva. Hablamos de la aparición del llamado excedente social, que es el prerrequisito indispensable para cualquier acumulación de riqueza, del tipo que sea; b) la apropiación de este excedente, producido con el trabajo de todos, por un grupo reducido de la sociedad, normalmente aquel que venía ejerciendo ya un cierto dominio intelectual y de dirección sobre los demás; c) el desenfrenado deseo de los miembros de este grupo por incrementar incesantemente su riqueza personal, deseo que nace y se acelera por la simultánea aparición de nuevas estructuras sociales que modifican su idiosincrasia personal y de grupo, principalmente la familia monogámica, una numerosa burocracia gubernamental, las lujosas cortes de los gobernantes y el aparato religioso.

En resumen, pues, vistas así las cosas, resulta obvio que la corrupción no es una causa, y menos la causa de los males sociales, sino una consecuencia, inevitable además, del surgimiento de la propiedad privada y del deseo perpetuamente creciente de acrecentar la riqueza personal de los poderosos, nacido del egoísmo individual y familiar y de la necesidad de diferenciarse y sobresalir del resto de la sociedad para mejor dominarla, controlarla y mantenerla en paz y trabajando para el bien de los privilegiados. De aquí se deduce, entonces, que la corrupción es tan antigua como la propiedad privada y la riqueza privada concomitante, y que ha existido, existe y existirá en toda las sociedades del planeta mientras exista esta forma de propiedad y de distribución de la riqueza social, aunque en las más desarrolladas adquiera formas más sutiles y mejor camufladas que en la nuestra, lo que hace creer a muchos que allí no existe este cáncer. Recordemos simplemente la escandalosa corrupción de los grandes bancos norteamericanos, cuyas maniobras fraudulentas desencadenaron la crisis del 2008 de la que el mundo entero no acaba de salir. No hay para dónde hacerse: los de arriba son corruptos por ambición; los de abajo lo son por necesidad. Y por eso, el único remedio eficaz es un reparto más equitativo de la riqueza social, que haga a los pobres menos pobres, a los ricos un poco menos ricos, y a ambos menos proclives a corromperse. El proyecto de primero combatir la corrupción para luego combatir la pobreza y la desigualdad está, pues, al revés, está puesto de cabeza y, por tanto, en mi modesta opinión, es impracticable.

Ciertamente, es también muy antiguo el intento de explicar la corrupción como algo congénito al ser humano, el intento de echarle la culpa a la genética de todos los males que la corrupción acarrea. Pero, aparte de que este punto de vista no tiene sustento ni en la biología ni en los estudios, ahora muy completos, del genoma humano, su formulación implica consecuencias que, lejos de combatir o atenuar el problema, lo encubren de cierta manera dificultando su combate. En efecto, si el hombre es corrupto por naturaleza, si nace así, entonces no es culpable de su corrupción, se vuelve inimputable (como dicen los abogados) en este terreno, y la corrupción deja de ser un delito para convertirse en un problema de salud pública, en un asunto de neurólogos y de los hospitales especializados en enfermedades psiquiátricas. Y si bien es posible, sin caer en el absurdo, tratar de domeñar la naturaleza humana para adecuarla a los intereses supremos de la colectividad, ello requiere mucho más que leyes punitivas o de transparencia y rendición de cuentas obligatorias para los funcionarios públicos; requiere, además de mucho tiempo (siglos quizá), todo el poder constrictivo de la sociedad actuando al unísono sobre el relapso, lo cual demanda a la sociedad que exige tal cosa a sus miembros, plena autoridad moral para hacerlo, una verdadera política de equidad y justicia social para todos y no palabras anestésicas que oculten el propósito de beneficiar a los privilegiados de siempre. Por tanto, también por esta vía, que arranca de una “verdad científica” no demostrada, llegamos al mismo resultado: para combatir la corrupción hay necesidad de cambiar los objetivos sociales, el modelo económico, haciéndolo más racional, justo y equitativo para todos, si es que los individuos han de sacrificarse en aras de lograr el éxito del mismo.
