MÉXICO, D.F.- Jueves 30 de abril de 2015.- El Gobernador del Estado, Francisco “Kiko” Vega de Lamadrid, se reunió hoy con el Secretario del Trabajo y Previsión Social del Gobierno Federal, Alfonso Navarrete Prida, con la finalidad de dar seguimiento a diversos temas, entre éstos los avances que se han tenido con relación a la situación de los jornaleros del valle de San Quintín, en Ensenada, Baja California.
Al respecto los funcionarios intercambiaron información proveniente de las diversas inspecciones que se han realizado en los campos agrícolas de dicha región, al sur de Ensenada, así como de la situación actual de los trabajadores agrícolas, con la finalidad de continuar con las medidas que se han ido implementando y, sobre todo, de dar seguimiento a los acuerdos tomados con antelación en las mesas de negociación.
Por su parte, el Gobernador Vega de Lamadrid, señaló que en lo que va de la actual administración, se han realizado 67 inspecciones a los diversos ranchos de San Quintín y destacó que se han reunido en siete ocasiones con los diferentes actores implicados en la situación de los trabajadores agrícolas, logrando concretar 64 acuerdos.
Asimismo, el Secretario Navarrete Prida, estableció que la Secretaría del Trabajo y Previsión Social, en atención a los acuerdos alcanzados con la Secretaría de Gobernación, a través del Subsecretario Luis Enrique Miranda Nava, ha venido realizando los censos correspondientes en la región, lo que ha permitido establecer que se contabilizaron 108 campos agrícolas y a su vez, se han realizado en esta semana 15 inspecciones simultaneas en las cuales se han revisado las condiciones generales de trabajo, la formalización de los mismos ante el IMSS, así como el cumplimiento de la normatividad laboral y de seguridad y salud de los trabajadores, aunado a ello, dio a conocer que están en revisión la totalidad de los 12 campos agrícolas que en su momento fueron señalados.
Entre los acuerdos que se establecieron por parte de la Secretaria del Trabajo y el Gobierno del Estado de Baja California, destacan la realización de un programa de inspección anual, en donde participarán de manera conjunta el Instituto Mexicano del Seguro Social, el Instituto Nacional para la Educación de los Adultos Mayores, el Consejo Nacional de Fomento Educativo e inspectores adscritos a la Secretaría del Trabajo Federal y Estatal.
Asimismo, se acordó la realización permanente de un censo a los jornaleros agrícolas que se encuentran registrados mediante contratos colectivos, con la finalidad de garantizar los derechos que otorga la normatividad en la materia.
Por último, se estableció que la Organización Internacional del Trabajo (OIT) acompañará en el proceso de inspecciones al Gobierno del Estado y a la Secretaría del Trabajo y Previsión Social, así como a la Procuraduría Federal de la Defensa del Trabajo y la Procuraduría Estatal del Trabajo, donde participarán en la identificación y registro de los jornaleros agrícolas, para que estén en condiciones de ingresar en el esquema legal correspondiente y gozar de los derechos laborales que esto implica.
Al término de esta importante reunión el Secretario del Trabajo, Alfonso Navarrete y el Gobernador Francisco Vega, acordaron continuar con los esfuerzos coordinados que se han emprendido con anticipación y dar seguimiento a los acuerdos de las mesas de negociación entre las diferentes partes involucradas en este tema.
