Al rescate de abuelos en estado de abandono
ENSENADA.- Para emprender acciones de fondo que resuelvan la problemática de personas de la tercera edad en estado de abandono, el Diputado Presidente del Congreso del Estado, Julio César Vázquez Castillo, encabezó una mesa de trabajo interinstitucional de dependencias de los tres órdenes de gobierno, y de organismos civiles, en este municipio.
Muy contento y satisfecho salió el legislador local de esa reunión, porque dijo que “no solamente hay interés de resolver el tema, sino que cada uno de los actores de esa mesa de trabajo están haciendo lo suyo, y a partir de ahora vamos a coordinarnos y dar mejores resultados, fortaleciendo programas y acciones, sin duplicar funciones, sino por el contrario, en completa armonía y coordinación”.
Con esto el Municipio de Ensenada se convierte en el Primer Municipio del País en coordinar acciones en beneficio de los adultos mayores en situaciones de abandono.
Luego de presentarse primero con el Presidente Municipal de Ensenada, Gilberto Hirata Chico, para tratar diversos temas de carácter interinstitucional, principalmente la reunión de todas esas dependencias de gobierno y organismos civiles, Julio César Vázquez y el Alcalde ensenadense encabezaron la mesa de trabajo.
En la reunión se analizó que aproximadamente el 10.5 por ciento de la población en México son personas adultas mayores, lo cual quiere decir que 9 de cada 10 personas en México son de la “tercera edad”, y lamentablemente de ellas, el 82 por ciento viven en condiciones de pobreza extrema.
Lo peor de todo es que 3 de cada 5 adultos mayores son víctimas de violencia, especialmente de alguna forma de violencia intrafamiliar, y en situaciones de abandono.
Esta fue de hecho la segunda reunión interinstitucional en la que estuvo el Diputado Julio César Vázquez, pero es la primera en la que estuvo como Presidente de la actual Mesa Directiva de la XXI Legislatura de Baja California, y además del Presidente Municipal, estuvieron representantes del Gobierno del Estado, del DIF, Isesalud, Seguro Popular, Protección Civil, Policía Municipal, Direcciones y Secretarías de Desarrollo Social, organismos de Derechos Humanos y organismos civiles como la Casa Hogar del Anciano, de Ensenada
Por lo anterior, el Diputado Julio César Vázquez felicitó al grupo interinstitucional e interdisciplinario para atender esas situaciones que son graves, como puede notarse, y atacar la problemática de manera integral, ofreciéndoles a esas personas una mejor esperanza de vida, en un entorno amigable.
En la reunión estuvieron el Diputado Julio César Vázquez Castillo, en representación del Poder Legislativo Local, pues además de presidir la actual Mesa Directiva del mismo, es Presidente de la Comisión por los Derechos de las Personas con Discapacidad, Tercera Edad y Niñez, de la XXI Legislatura, y junto a él estuvieron el Presidente Municipal de Ensenada, Gilberto Antonio Hirata Chico, y Luis Enrique Chapela Zapien, Delegado del Gobierno del Estado en Ensenada.
Asimismo, estuvieron Patricia Reyes Hernández, Coordinadora de la Unidad de Atención a Grupos Vulnerables en el Gobierno Municipal; Samuel Albestrain Pérez, Secretario de Desarrollo Social Municipal de Ensenada; y como antes se dijo, representantes de diversas dependencias gubernamentales y Organismos de la Sociedad Civil.

Luego de una reunión con funcionarios de los tres órdenes de gobierno, de todas las dependencias involucradas en el tema de atención a las personas de la tercera edad, el legislador local y actual Presidente de la Directiva del Congreso del Estado en el presente periodo ordinario, hizo un recorrido por las instalaciones de la Casa Hogar del Anciano y constató no solamente las condiciones en que se encuentran, sino también la atención esmerada y cálida que les brindan a personas de la tercera edad en situación de abandono.
Así como el Diputado Julio César Vázquez aportó su “grano de arena”, con 30 mil pesos, para mejorar las instalaciones de la Casa Hogar del Anciano, en Ensenada, comentó que seguramente pondrán también algo otras instituciones oficiales o autoridades de los tres niveles, para que organismos civiles como ese, que ayudan en donde hay necesidad, puedan seguir operando, complementando sus gastos operativos también con las aportaciones voluntarias de la sociedad y de la Iniciativa Privada, pues “juntos, todos podemos lograr que mejoren sus condiciones de vida”.
